SUPPLY CHAIN MANAGEMENT OF FRUITS, VEGETABLES AND OTHER PERISHABLES IN 10 DISTRICTS OF TAMIL NADU

In Tamil Nadu fruits and vegetables has much potential for growth but is constrained by low productivity, lack of post-harvest management and storage facilities and inefficient market linkages. The inefficient value chain needs to be replaced with the modern eco system with well-functioning backward and forward linkages and thus the concept of Supply Chain Management of Fruits, Vegetables and other perishables was developed..

 Supply Chain Management of Fruits, Vegetables and other perishables is implemented in 10 districts of Dharmapuri, Krishnagiri, Ramnad, Thoothukudi, Tirunelveli, Thiruchirapalli, Dindigul, Theni, Coimbatore and the Nilgiris districts

Objective

  • To educate the farmers on the best farm management practices for increasing production and increase the marketable surplus.
  • To integrate the farmers producers with the major market centers, processors and consumers.
  • To provide integrated and complete supply chain management infrastructure and support services for perishable fruits and vegetables.
  • To reduce post-harvest losses and provide uninterrupted supply of quality produce to the consumers round the year at affordable price.
  • To ensure remunerative prices to the farmers.
  • To convert surplus production into value added products.

The project will be the first of its kind in Tamil Nadu to address the value chain requirement of multiple Horticultural Commodities spread across ten major district of the State. The project will be implemented in Hub and Spoke model, wherein terminal market complex will act as a Hub and PPC in major raw clusters will act as spokes.

Proposed Infrastructure and Interventions

The value chain for perishable products include following components.

1. Crop Production - The farmers are primary stakeholders of agri. horti value chain. They requires basic inputs and support services like quality seed, fertilisers, plant protection chemical, technology, extension services, irrigation, farm mechanisation.

2. Collection / Aggregation / Primary Processing - After harvesting, the crops grown by individual farmers need to be aggregated at a common point. The collection points will be located at village level clusters. No infrastructure is proposed to be created at the Collection points. They will be linked to primary processing centers. The primary processing centers will have facilities for cleaning, grading packing, pre-cooling and temporary storage of fresh produce, IT infrastructure etc., The Market Center infrastructure will have facilities such as cold storages, pack house, pre cooling unit, grading and packing line, ripening chamber, small processing unit and location specific infrastructures like solar drier, carrot washing etc.,

3. Transport and Logistic - After aggregation, the produce needs to be transported to storage / distribution hubs. Depending upon the perishability of the produce, the produce should be transported under in cold chain or normal trucks to the destination markets / hubs.

4. Marketing & Storage - The perishable products reaches terminal market or storage hubs for distribution. The product also moves to export markets and processing units.

The project will set up 34 supply chain market infrastructure by aggregating produce of farmers at collection points, processing at primary processing centers and providing logistics support including transport to take the produce to terminal markets. NABCONS - NABARD Consultancy had prepared a detailed project report on the post-harvest management, storage and marketing facility in the 10 districts. Administrative Sanction for the Supply Chain Management Scheme has been accorded at a total cost of Rs.39,875.42 lakhs (Rs.37,881.65 lakhs by way of term loan WIF + State Government contribution of Rs.1,993.77 lakhs) in G.O. (Ms) No. 169, Agriculture (WD1) Department, dated 21.06.2016. State Level Monitoring Committee (SLMC) and District Level Monitoring Committee (DLMC) has been constituted for the project. ICRISAT has been entrusted for taking up Study for Developing Decision Support System and Market Linkages for Enhanced Value Creation of Fruits and Vegetables in Tamil Nadu .
